Tech Phoenix LTD, trading as Weblier (“we”, “us”), is a company registered in Georgia (the country) and based in Tbilisi, Georgia. Weblier is a trading brand of Tech Phoenix LTD, based in Tbilisi, Georgia. References to “Weblier” in these documents mean Tech Phoenix LTD operating under the Weblier brand.
2. Using the Site
You may use the Site to learn about our services, contact us, and read our written materials. You may not use the Site to do anything unlawful, to interfere with how it works, to copy or scrape content in ways beyond normal browsing, or to send us malware or abusive traffic.

Content on the Site — blog posts, documentation, engineering notes — is provided for general information. It isn't legal, financial, or binding engineering advice for your specific situation. If you need advice specific to your project, engage us under a written scope and we'll give you our honest opinion in writing.
7. Warranties and disclaimers
The Site is provided “as is” and “as available.” We try to keep it running and accurate, but we don't warrant that it will always be available, uninterrupted, error-free, or free of vulnerabilities. To the maximum extent permitted by law, we are not liable for any indirect, incidental, special, consequential, or punitive damages arising from or related to your use of the Site. Our total aggregate liability to you relating to the Site will not exceed fifty US dollars (USD 50). Paid engagements are governed instead by the liability provisions of our Master Services Agreement.

11. Governing law
These terms are governed by the laws of Georgia. Any dispute will be resolved by the competent courts located in Tbilisi, Georgia, unless otherwise required by mandatory local law.
